On September 18, 2024, in Da Nang, the Ministry of Industry and Trade (Department of Energy Efficiency and Sustainable Development) organized a training conference on “Regulations for Measuring, Reporting, and Verification (MRV) of Greenhouse-Gas Mitigation in the Industry and Trade Sector.”
The objective of the training conference is to enhance the capacity of local regulatory agencies (Departments of Industry and Trade), greenhouse-gas (GHG)–emitting facilities under the Ministry of Industry and Trade, industry associations, and relevant organizations in the Central Region in carrying out activities related to measuring, reporting, and verification (MRV) of GHG mitigation and GHG inventory development.
According to Decision No. 13, Vietnam has approximately 2,116 enterprises required to conduct greenhouse-gas inventories. Of these, the Industry and Trade sector alone accounts for over 1,800 facilities that must perform inventories and will soon be obligated to submit MRV reports. The first compliance milestone requires enterprises to have their reports completed by March 31, 2025.
A representative of the Department of Energy Efficiency and Sustainable Development noted that the European Union is only among the first regions to implement regulations on greenhouse-gas (GHG) inventories and embedded emissions in goods. In the future, several other markets—including the United Kingdom, Australia, the United States, and others—are expected to activate similar GHG-control mechanisms. Many countries are also preparing their own frameworks so that, once the EU’s CBAM becomes fully effective, they can introduce comparable regulations.
This presents significant pressure on enterprises as they manage production processes and comply with GHG-emission requirements.
Through the workshop, enterprises received detailed guidance on methodologies, procedures, organizational structure, and implementation of GHG inventories and MRV activities for emission-reduction measures at the facility level. Local regulatory agencies were also instructed on conducting GHG inventories and MRV of emission-reduction results—serving as a basis for state management activities in accordance with national regulations.
Strengthening MRV capacity and GHG-inventory capabilities within the Industry and Trade sector is expected to play an important role in preparing enterprises for participation in Vietnam’s future carbon market.
During the training conference, experts presented methods for calculating GHG emissions, approaches for collecting activity data, and procedures for preparing GHG-inventory reports. From these, enterprises can develop mitigation plans and verify emission-reduction outcomes. Participants also had opportunities to practice these skills and have their questions regarding GHG-inventory and MRV regulations addressed directly by representatives of the Department of Energy Efficiency and Sustainable Development.
The Department emphasized that it will continue collaborating with relevant agencies, international organizations, and development partners to further strengthen capacity on GHG inventories and MRV for emission reductions across enterprises in the Industry and Trade sector.
