On September 19, at the headquarters of the Ministry of Industry and Trade, the Department of Science and Technology organized a conference to assess the review results and the implementation progress of the biofuel blending roadmap.
Deputy Minister Trương Thanh Hoài chaired the conference, with participation from representatives of specialized units under the Ministry of Industry and Trade, including the Legal Department, the Department of Petroleum and Coal, the Domestic Market Department, the Ministry Inspectorate, the Planning and Finance Department, the Industry Agency, the Export–Import Department, and the General Department of Market Surveillance.
According to the report of the Department of Science and Technology, following the assignment and direction of the Prime Minister, the Ministry of Industry and Trade has led and coordinated with ministries, sectors, localities, and relevant agencies to review and evaluate the status and results of the biofuel roadmap implementation.
The Ministry has carried out tasks such as: drafting and issuing documents guiding state management activities and promoting the development of biofuels according to the blending roadmap; establishing working groups to engage with major petroleum distributors, E100 ethanol producers, and E5 blending stations for inspection and support; organizing meetings with 26 petroleum trading enterprises to instruct them to implement E5 business requirements in accordance with the Prime Minister’s directives, while promptly addressing challenges and bottlenecks encountered during implementation. In parallel, the Ministry has actively coordinated with relevant ministries and local authorities such as the Ministry of Finance and provincial People’s Committees to execute related tasks.
To date, the implementation of the biofuel roadmap has achieved several positive results. In line with the Government’s policies promoting biofuels in Vietnam, around 23 out of 30 petroleum wholesalers nationwide have introduced E5 RON92 into their distribution networks. Approximately 80% of petrol stations owned by petroleum enterprises across 63 provinces and cities are selling two product types: E5 RON92 biofuel and RON95 petrol. Additionally, five biofuel plants have been invested in and constructed in Vietnam to ensure supply, and petroleum wholesalers have signed contracts with producers to secure E5 RON92 supply. Some wholesalers, such as Petrolimex and PVOil, have also planned to import E100 ethanol when necessary to meet market demand.
Notably, since early 2018, the Ministry of Industry and Trade (through the General Department of Market Surveillance) has coordinated with the Ministry of Science and Technology (via the Directorate for Standards, Metrology and Quality) to establish inspection teams supervising fuel quality in general and E5 RON92 biofuel quality in particular. To date, there have been no official complaints from consumers regarding the quality of E5 RON92 biofuel.
The Ministry has also promoted international cooperation via its subordinate units, implementing various bilateral projects on biofuel and ethanol production technologies with advanced countries. These collaborations help Vietnam gain access to valuable technical information and resources to support the biofuel roadmap.
Furthermore, the Ministry has worked closely with relevant ministries to review, develop, and issue national standards and technical regulations on biofuels; strictly inspect measurement equipment used in biofuel production and distribution; and ensure compliance with blending ratios and product quality requirements under national standards and regulations.
At present, the Ministry of Industry and Trade continues to implement measures to encourage the use of biofuels by adjusting fuel prices flexibly to maintain a reasonable price gap between conventional petrol and biofuel; coordinating with the Ministry of Information and Communications to promote communication campaigns encouraging E5 RON92 usage; and working with agencies to disseminate information on biofuel research, production technologies, and consumer benefits across print media, broadcast platforms, and digital channels to enhance public trust and adoption of E5 RON92.
