On the morning of September 19, in Da Nang City, the Ministry of Industry and Trade held the National Conference on Energy Efficiency and Conservation 2024. The conference aimed to review the results of the National Program on Energy Efficiency and Conservation up to 2024, while setting orientations and accelerating activities under the Program for 2025 and the following years.
The conference was attended by:
Ms. Nguyễn Thị Lâm Giang, Director General of the Department of Energy Efficiency and Sustainable Development (Ministry of Industry and Trade – MOIT);
Mr. Trịnh Quốc Vũ, Deputy Director General of the same department;
Mr. Nguyễn Công Thịnh, Deputy Director General of the Department of Science, Technology and Environment (Ministry of Construction);
Leaders of the Departments of Industry and Trade of Da Nang, Tiền Giang, Cà Mau, Đồng Nai;
Representatives of provincial industrial promotion centers, local energy efficiency centers, and organizations and individuals working in the field of energy efficiency across the country.

Ms. Nguyễn Thị Lâm Giang, Director General of the Department of Energy Efficiency and Sustainable Development (MOIT), delivered the opening address.
She stated that since 2015, Vietnam has transitioned from being an energy exporter to a net energy importer, with increasing dependence on imported fossil fuels. Meanwhile, investments in developing power generation and transmission projects require enormous resources. Renewable energy sources, despite their potential, remain costly and constrained by technical limits regarding system stability. Therefore, the efficient and economical use of electricity and energy plays an increasingly vital role in ensuring energy security, conserving national resources, protecting the environment, and mitigating global climate change.
On March 13, 2019, the Prime Minister issued Decision No. 280/QĐ-TTg approving the National Program on Energy Efficiency and Conservation (VNEEP3) 2019–2030, targeting savings of 5–7% of total national energy consumption by 2025 and 8–10% by 2030, equivalent to about 60 million TOE.
On June 8, 2023, the Prime Minister issued Directive No. 20/CT-TTg on strengthening electricity conservation for 2023–2025 and beyond. The directive sets a target of 2% annual electricity savings and outlines responsibilities for ministries, local governments, and electricity users to achieve this goal.
Ms. Giang emphasized:
“These programs and directives reflect the strategic vision and consistent policies of the Party, State, and Government regarding the crucial and strategic role of energy efficiency in the sustainable development of Vietnam’s economy, both now and in the long term.”
Implementation Results of VNEEP3 up to 2024
According to the Department of Energy Efficiency and Sustainable Development:
60/63 provinces have issued implementation plans for the Program for 2020–2025 and toward 2030.
All 63 provinces/cities have issued plans or directives implementing Directive No. 20 on electricity conservation for 2023–2025 and beyond.
Notably, national electricity savings exceeded 2% annually during the period 2020–2023.
EVN’s Implementation
At the conference, EVN and several provincial Departments of Industry and Trade shared their results in implementing VNEEP3 and Directive 20.
Mr. Trần Viết Nguyên, Deputy Director of EVN’s Business Department, reported that EVN has implemented a wide range of measures to meet the electricity-saving targets:

Reducing peak load through Demand Side Management (DSM) and Demand Response (DR) programs
Coordinating with governmental bodies, political organizations, and media outlets to deliver nationwide communication campaigns:

Energy-Saving Families
Energy Efficiency in Schools
Energy-saving innovation contests
Using multi-channel communication: call centers, printed newspapers, online media, broadcasting, websites, and social media (Facebook, YouTube, TikTok, Zalo)
Implementing outreach activities such as banners, flyers, parades, competitions, and direct energy-saving advisory services
EVN also co-organized several nationwide events such as:
Energy efficiency knowledge competitions
Energy efficiency awards
Energy-saving journalism awards
Commitments With Customer Groups:
Public sector: min. 5% electricity savings
Public lighting: min. 30%
Industrial production: min. 2%
Commercial services: min. 2%
Signing DR participation agreements with industrial customers consuming ≥1 million kWh/year, shifting loads away from peak hours during hot months (April–July)
Internal Energy Saving Within EVN Units:
Achieving at least 10% electricity savings at EVN offices
Establishing internal energy management teams
Monthly monitoring and assessment of electricity-saving performance
Conducting employee awareness campaigns and family-level energy-saving initiatives
Applying ISO 50001, smart building management systems, and energy-efficient equipment
Including energy-saving performance as a KPI tied to personnel evaluations and rewards
Discussion and Exhibition
Delegates discussed the challenges and advantages encountered during the implementation of the national program and proposed solutions to improve future effectiveness.
As part of the conference, an exhibition showcasing energy-saving technologies and products was organized by the Da Nang Department of Industry and Trade.
