Solutions to Reduce Electric Vehicle Charging Costs to Achieve Net Zero

More Support Mechanisms Needed for Charging Station Development

The Ministry of Industry and Trade has proposed three options for retail electricity pricing structures applied to EV charging stations:

  • Option 1: Apply electricity prices for EV charging according to commercial tariffs (based on EVN’s recommendation).
    However, this may negatively affect EV development policies because it increases charging costs and does not accurately reflect the costs charging stations impose on the national power system.

  • Option 2: Apply a dedicated electricity pricing structure for EV charging stations based on the new retail electricity pricing framework in the draft Decision.
    This pricing structure reflects the actual cost of electricity production that EV charging stations impose on the grid.

  • Option 3: Apply electricity prices for EV charging based on industrial tariffs.
    This option has been supported by the Ministry of Transport. It is expected to positively impact EV development policies by reducing charging costs.

Speaking with Lao Động Newspaper, Associate Professor Dr. Đinh Trọng Thịnh expressed strong support for applying industrial electricity tariffs to EV charging stations. He emphasized that this policy would create positive effects—encouraging consumers to use electric vehicles thanks to lower costs, while also supporting electric car manufacturers and accelerating the transition toward a green economy.

“In the near future, the government could consider creating a separate electricity tariff—one that is even lower than industrial rates—to prioritize EV charging stations. This would further promote EV adoption and contribute to achieving the Net Zero goal by 2050,”

Encouraging EV Adoption to Reduce Emissions

Experts agree that applying industrial electricity tariffs to charging stations will reduce EV operating costs. This will encourage consumers to switch from fossil-fuel vehicles to electric ones. With lower expenses, EVs become a more attractive choice—not only reducing pollution but also supporting the expansion of renewable energy development such as solar and wind power.

Mr. Nguyễn Văn Long, a resident of Cầu Giấy District (Hanoi), shared:

“Charging cost is a key factor. If charging prices decrease thanks to applying industrial tariffs, I think people will feel more confident using electric vehicles. It could motivate families to consider switching.”

Ms. Phạm Thanh Mai, an office worker in Ba Đình District (Hanoi), added:

“I really want to buy an electric car. If electricity prices go down and more charging stations are built, I believe many people like me will be more willing to invest.”

Speaking with Lao Động, Assoc. Prof. Dr. Nguyễn Thường Lạng, an economic expert, stated that applying industrial electricity tariffs to EV charging would make charging services more accessible due to more affordable prices. This in turn promotes EV adoption, helping reduce greenhouse gas emissions and move toward Net Zero goals.

He added that as EVs become more popular, demand for clean energy—such as solar and wind—will rise, stimulating investment in renewable energy and reducing CO₂ emissions. A reasonable charging tariff will also encourage businesses to expand their charging networks, creating a dense and convenient charging infrastructure for users.
